Innovation and talent management: public officers towards a quality social policy

Abstract

Ensuring that social policies obtain quality results becomes a challenge for the organizations responsible for social development in Chile. The purpose of this article is to show that innovation and talent management are key competencies in the professional practice of public servants and determining factors when implementing any social policy. The results of the implementation of the project "Innovative Public Talent" in the Regional Ministerial Secretariat of Social Development and Family O'Higgins region are presented, which has been implemented since 2018 and seeks to improve the performance of professionals in their public function, as well as enhance the value of the local teams responsible for the government offer to people in vulnerable situations. Using qualitative techniques, this experience is analyzed, and the results are discussed in terms of the competitive advantages achieved to strengthen the institutional capacity of the State and the impact of the project on the achievement of social policy objectives. Finally, we reflect on the relevance of this type of projects in the fulfillment of objectives in public institutions, as well as in the direct impact on social policies.
